staff use the information requested on the Alaska Special Use
Permit Application (FWS Form 3-2001) to: (1) ensure that an
applicant is eligible for noncompetitively awarded permits; (2)
select the most qualified applicant to receive the benefits of a
refuge competitively awarded permit; (3) determine eligibility for
permits awarded under section 1307 (b) of ANILCA; (4) review the
specific use or activity proposed to evaluate its impacts on refuge
resources and other users and to determine if it is compatible with
refuge purposes and the mission of the refuge system; and (5)
determine special conditions needed in the permit to avoid
unnecessary or inappropriate impacts on refuge resources and other
refuge users.

Conservation Act
We increased our burden hours
from 5,655 to 5,720 to include the burden associated with
applications for special use permits required for public
recreational use of certain conservation easement lands at Kodiak
National Wildlife Refuge. In 2002, the State of Alaska, Koniag,
Inc., and the Service signed a Conservation Easement. As a
condition of the easement, a refuge-issued permit is required for
most public recreational uses occurring on Kodiak National Wildlife
Refuge within a 1/2 mile band of land on either side of the Karluk
River and lands within 1/2 mile of the shoreline of Karluk Lake. On
June 8, 2006, the Service issued regulations (50 CFR part 36)(71 FR
33255)that allow us to continue to implement the Conservation
Easement. There is a reduction in the time burden due to
adjustments in agency estimates as the Federal burden is determined
to not be covered by the PRA.
