reminded that any interactions with ten or more members of the
public or any request for responses from ten or more members of the
public constitutes a collection of information and cannot be
categorized as a direct observation exemption from the PRA under
1320.3(h)(3). In addition, ETA will provide the results of the
incentive experiments to OMB when they are available. Should
changes be made as a result of this experiment, those changes
should be submitted to OMB for approval prior to
implementation.

This data collection plan is for a
six-year evaluation of the Trade Adjustment Assistance Program. The
evaluation is comprised of an impact analysisusing a comparison
group methodology. A process is also included to determine what
programmatic and administrative features may affect performance.
Data collection includes: baseline and follow-up surveys of TAA
participants and comparison group members, site visits to states
and local areas, and an internet/phone survey of local TAA
coordinators.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
