This notice of proposed rulemaking
seeks to make permanent the opportunity for Head Start grantees to
request a waiver of the Head Start Transportation Requirements
related to child restraint systems and bus monitors. Head Start
grantees were given the opportunity to request a waiver of these
requirements through P.L. 109-149 when they could show that
compliance with these requirements would result in a significant
disruption to the program and the agency could demonstrate that
waiving such requirements is in the best interest of the children
involved.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
