Form 8898 is required by new code
section 937, which was added by the American Jobs Creation Act of
2004. Under section 937, individuals must notify the IRS when they
begin or end bona fide residence in a U.S. possession. The purpose
of the information collected is to prevent abusive tax
avoidance.
