Wildlife Refuge System Improve- ment Act of 1997, each unit of the
national wildlife refuge system is required to develop a
Comprehensive Conservation Plan (CCP). A CCP is a document that
provides a framework for guiding refuge management decisions. Its
purpose is to guide the way each refuge will be managed for the
next 15 years. As part of this planning process, on many refuges,
