This rule applies to process units in
volatile organic compounds (VOCs) service at petroleum refineries.
Owners and operators would comply with the monitoring,
recordkeeping and reporting requirements of the NSPS General
Provisions (40 CFR Part 60, Subpart A) and any specific
requirements cited in this rule, including equipment leaks
monitoring, to determine if compliance has been achieved.
On behalf of this Federal agency, I certify that
