incorrectly; using line 13a for the total number of surveys sent
and line 13b for the total number of expected responses is error
has been corrected in the current submission. Line 13a reflects the
total number of expected responses (30,000) which is half the
number of surveys sent out (the FAA projects a response rate of 50
percent).
