This collection
is approved with the following terms of clearance: approval is only
for the pilot test portion of this study. Prior to conducting the
full-scale collection, DoD will submit to OMB the results from the
pilot test and an updated supporting statement that reflects any
changes to the survey instrument or research design for the
full-scale collection. OMB waives the requirements for a further
30-day or 60-day public comment period and Federal Register Notice
for the full- scale collection.

As the duration and frequency of
reliance on Reserve members increases, the number of employers
operating with reduced work forces for longer periods is also
increasing. Understanding how employer operations are impacted, the
adjustments they make to sustain operations, and the cost to make
these adjustments is the focus of this research. The
self-administered survey will be mailed to a nationally
representative sample of United States employers of Guard and
Reserve members mobilized since 2002. Collected information will be
