OMB is again
disappointed that USAID has not provided an electronic option for
submission of this form to its respondents. Although the submission
mentions the possibility of emailed submissions, the form makes no
mention of this possibility or of the availability of submission by
fax. In additional support, the submission cites ADS Chapter 630,
but that materials does not reference this form or provide
direction for submission. Also the form continues to require an
original signature, but the agency has not provided direction to
the respondent about alternatives to the physical signature. For
these reasons, this collection is approved for only 1 year and the
report requested in the Terms of Clearance under this OMB Control
Number dated 8/17/2004 is re-requested.

When USAID is not party to a contract
