Abstract: Survey to determine how different Public Housing Authorities (PHAs) implement the Voucher Homeownership (VHO) Program, under which eligible Housing Choice Voucher holders can apply their monthly housing assistance payments towards homeownership expenses rather than rent. PHAs currently have wide latitude in implementing VHO programs and many variations exist. This information will be used to improve regulations and aid PHAs to enhance existing VHO programs or implement new ones.
