The regulations contained in 7 CFR 355
are intended to carry out the provisions of the Endangered Species
Act. PPQ is responsible for implementing these regulations. The Act
requires a general permit to engage in the business of importing or
exporting terrestrial plants. The Act also authorizes requirements
for a claim, bond, and petition for remission of forfeiture. This
provides the mechanism for obtaining a title to items moves in
violation of the provisions.
