In accordance
with 5 CFR 1320, the information collection is approved for a
period of two years. However, prior to beginning the data
collection in 2006, the agency must provide to OMB: (1) A plan of
the agency's analysis for non-response bias in the 2003 and 2004
data, using NRI information and prior results from the 1997 Ag
Census match, and how it intends to adjust the weights based on the
analysis; (2) A finalized work plan including an explanation of how
peer review comments were incorporated into the work plan; (3) A
draft of the 2006 preliminary baseline conditions report and
information about the limitation on the validity and reliability of
the results; (4) Any changes to be made to the APEX model; and (5)
Any changes to the sampling methodology for 2006, if it differs
from the one used in 2005 or prior years. The agency is reminded
that in order for OMB to fully evaluate the practical utility [as
required by 5 CFR 1320.5(d)] of studies like CEAP, the agency
should submit a fully developed workplan, a plan for evaluating
non-response bias, and a sampling plan with their initial request
for OMB approval.

Natural Resources and Conservation
Service will measure the environmental benefits of the 2002 Farm
Bill conservation programs by using production practice and
conservation program data collected at the Natural Resource
Inventory points by NASS and will link these data to NRCS climate
and soil survey databases.
