difficulty of the planned study, FTC is com- mended for seeking
comment on the design of the pilot study--by both public notice and
by peer review--and for responding to the comments received by
revising the design of the pilot study. It is also good that a
later public notice explained the response to earlier
comments.

information in their credit reports.
