This ICR is approved. OMB understands that the EPA Offices of Wastewater Management and Science and Technology plan to issue a joint guidance memorandum to EPA Regional Offices encouraging permitting authorities, when reviewing Cluster Rule permits for mills with good demonstrated performance, to take advantage of provisions in existing regulations allowing reduced monitoring frequencies after the first five-year permit term under the 1998 ELGs. This guidance will highlight the existing regulations and guidance allowing reduced monitoring frequency, encourage the use of these provisions to significantly reduce monitoring frequencies as permits for Cluster Rule mills with good performance are renewed, and indicate that EPA will not object to reduced monitoring requirements in such permits. Issuance of this guidance responds to comments filed regarding this ICR. OMB supports EPA's intent to issue this guidance and agrees that this is an appropriate way to reduce paperwork burden on the public while still ensuring compliance with permit terms and strong environmental protection. After EPA has issued this guidance, EPA should calculate the burden savings that is likely to result from the reduced monitoring requirements and submit to OMB a Form 83-C Change Worksheet reflecting the reduced burden.

The EPA imposed minimum monitoring requirements on bleached papergrade kraft and soda (Subpart B) and papergrade sulfite (SUbpart E) mills under 40 CFR Part 430 as part of the effluent liminitations guidelines and standards promulagated on April 15, 1998.
