This survey is needed to estimate the
resources that will be needed to comply with Section 7209 of the
Intelligence Reform and Terrorism Prevention Act of 2004.
Individuals making land border crossings may comprise the greatest
source of increased passport demand. There is currently no way to
determine the unique number of land crossings, passport possession
or passport demand of land travelers. Primary data collection is
the only way to answer these demands questions. There will be
approximately 6,400 respondents to the land survey at border
crossings.

1320.8(b)(3).
