(1) NCUA is
reminded of the (a) PRA procedures when an informa- tion collection
is substantially or materially affected by rule- making (as this
one is) and (b) of the need to keep the authoriza tions for
continuing collections current. (2) The proposed rule should have
solicited comment on the paperwork requirements and stated that an
information collection request was being submitted to OMB. (3) That
request should have been submitted on or before the proposal's
publication, not a month afterwards. For this sub mission only,
that delay will not result in OMB disapproval. (4) If the final
rule causes a substantial or material change in the collection,
then another information collection request needs to be made, and
the changes in the collection will not be effective until approval.
(6) Because this collection has expired frequent- ly in the past,
NCUA is reminded either to keep its authorization current or submit
a discontinuation form.
