This emergency
ICR is approved for the select START III emergency response
contracts referenced in the supporting statement. When EPA submits
a regular (non-emergency) ICR regarding drug testing for contractor
employees and obtains approval from OMB, EPA should amend any
contracts approved under this emergency ICR to reflect the
requirements of the regular ICR.

The Agency has determined that select
contracts involved with Emergency Response (ER), Superfund (SF),
Information Systems (IS), Facility Services (FS), and Research
Support (RS) have significant security concerns and must be tested
by the contract- or for the presence of marijuana, cocaine,
opiates, amphetamines, phencyclidene (PCP), but only for sites
designed as sensitive by the Contracting Officer or On-Scene
Coordinator.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
