Census shall
meet with the Chief Statistician, BEA, to discuss changing the
instructions for Sales and Report Period so that "receipts from
shipping and handling" are added under the "Include" section of the
instructions. Census shall report back to OMB no later than June
30, 2005 with the results of the meeting and the decisions mutually
agreed upon with BEA. If the meeting results in a change in the
instruction, Census shall submit an 83-C to OMB.

Data collected in this survey provide
estimates of monthly retail sales, and end-of-month merchandise
inventories, and quarterly e-commerce sales of retailers in the
United States by selected kinds of business. Also, it provides
monthly sales of food service establishments. The data provide a
current statistical picture of the retail portion of consumer
activity. The estimates collected measure current trends of
economic activity that occur in the United States. Also, the
estimates compiled from the survey provide valuable information for
economic policy decisions and actions by the government and
