Approval is
granted for a one-time data collection of the pre-test for the PACE
survey. Prior to any additional collection, EPA must submit the
results of the pre-test, including the assessment of reliability of
pollution prevention responses, cost offset responses, and other
hard-to-report data items, and respondent understanding of the
concept of "incremental". Approval is provided for one year.

This pretest will provide a final
reliability assessment of the PACE survey before finalizing the
survey instrument. The data from this request will be used to
assess the reliability and efficacy of the redesigned survey
instrument. Respondents will consist of 24 manufacturing facilities
from the pulp and paper, iron and steel, petroleum, and electric
utility industries.
On behalf of this Federal agency, I certify that
