OMB is approving
this collection. This approval is based upon the FCC's December 22,
2004 partial stay of section 134. It is further based upon the
FCC's commitment to provide for a 60-day comment period related to
the entire collection either a s an independent action or as part
of the reconsideration request. Under each circumstance, comments
shall be addressed. It is assumed that such a reconsideration or
independent public comment period would result in a revision to the
burden estimate currently found in the collection. OMB is
continuing its review of the information collections associated
with Outage Reporting rules. It is to be noted that the information
collection request and public comment period for this collection
should have initiated before the final rule and implementation date
were in place.

47 CFR Part 4 of FCC rules will
require outage reporting requirements to include all
commmunications providers (cable, satellite, and wireless provider.
An initial and final report is required to be filed for each
outage. The reports will enable the Commission to monitor
developments affecting homeland security, public health or safety,
and the economic well being of the Nation in view of the increasing
importance of non-wireline communications in the Nation's
communications networks and critical infrastructure.
