This ICR
revision has been approved for a 1-year pilot, as requested by EPA.
When the ICR is resubmitted for renewal, EPA should provide an
evaluation of the pilot, including the effectiveness of the
questionnaire and the estimated burden for respondents. EPA is
reminded that the pre-award procedure covered by this ICR is in
advance of a government-wide effort to streamline grant
applications under Public Law 106-107. As such, information
collections like this one shall adhere to the government-wide grant
application procedures as they become available. In the interim,
EPA is encouraged to share the data requirements of the
Administrative Capability Questionnaire with members of the
government-wide Grants.gov initiative, especially regarding the
Grants.gov APPLY function.

EPA uses the standards set forth in
the Code of Federal Regu- lations, Title 40, Part 30 Subpart C to
assess the adequacy of grantee administrative management systems.
In response to con- cerns raised by Congress and EPA's Office of
the Inspector General over the capability of EPA's non-profit
recipients to properly manage federal grant funds and successfully
complete grant projects, EPA is instituting uniform pre-award
procedures to verify the administrative and programmatic capability
of non- profit applicants.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
