BJS shall submit
to OMB all cover letters and other informational materials that
will be provided to respondents prior to fielding. BJS shall also
brief OMB on the results of the first year of data collection
including an evaluation of data quality and item non-response. OMB
recognizes the need to initiate data collection quickly in order to
meet the legislative requirements for a Report to Congress. While a
three year clearance is given in this approval, BJS should make
every effort to improve the instrument during the three years if
evaluation of first year data collection warrants changes.

The Survey on Sexual Violence (SSV) is
the only national data collection for information on completed and
attempted sexual assaults within correctional facilities,
characteristics of the victims and perpetrators, circumstances
surrounding the incidents and how incidents are reported, tracked
and adjudicated. BJS, the Congress, researchers, and correctional
administrators will use these data to develop procedures and
practices to improve reporting of sexual violence and to reduce the
incidence of sexual violence within corrections.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
