EPA is seeking emergency permission to
request data on existing stocks of methyl bromide in order to
determine company level baselines and to allocate allowances to
respondents under the critical use exemption program which is
concurrently being proposed. The allowances will entitle the holder
to sell stocks of methyl bromide to critical uses and thus would
confer an economic benefit to the holders. The critical use
exemption is an allowable exemption to the phaseout of methyl
bromide under the Clean Air Act and the Montreal Protocol on
Substances that Deplete the Ozone Layer, the treaty which protects
the ozone.....
