CNCS may provide
incentives only to those partner organizations which facilitate
survey completion for individual volunteers. CNCS agrees to track
response rates by facilitating organization as well as for
individual volunteers and service recipients and their family
members in the Senior Corps program. Prior to next revision, CNCS
will report back to OMB on response rates for each component in an
effort to better understand whether incentives are required to
reach acceptable response rates with each of these populations.
CNCS acknowledges that this data is not likely to demonstrate any
difference between its volunteers and those in a comparable ACYF
study due to statistical power. It also understands that only
anecdotal effects will be seen in the comparison of in-person vs.
telephone surveys.

This study is being conducted to
collect information about local project volunteer activities,
inputs, and accomplishments for the three major programs supported
by the National Senior Service Corps: Foster Grandparent Program,
Senior Companion Program, and Retired and Senior Volunteer Program.
This information is used by CNCS in preparing its Annual
Performance Reports and in responding to ad hoc requests from
Congress and other interested parties.
