experience with this collection: (1) review the current estim ate
of the average burden of 18 minutes per identity theft report; (2)
review the current estimate that 60% of all such reports are
collected electronically; and (3) report on practical and
appropriately confidential ways to encourage electronic collection,
not just allow it.

The proposed rule implements the Fair
and Accurate Credit Transactions Act of 2003, Pub. L. 108-159, by
defining an "identity theft report" that identity theft victims can
use to mitigate the harms of identity theft.
On behalf of this Federal agency, I certify that
