This regulation requires state
agencies to notify the Social Security Administration (SSA) Blood
Donor Locator Service when blood donation facilities have
identified donors as testing positive for Human Immunodeficiency
Virus (HIV). These state agencies are required to provide the
HIV-positive donor's name and Social Security Number to SSA so that
SSA can locate the address of the donors and notify them they have
tested positive for HIV. Respondents are state agencies which
communicate with blood donor facilities.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
