Abstract: We are required to apply to other claims within the applicable circuit a holding of a United States Court of Appeals that we determine conflicts with our interpretation of a provision of the Social Security Act or regulations. To conform with current regulations, we prepare a AR on the court's decision. Claimants may request application of a published AR to the prior determination or decision on their case. The respondents are claimants whose determinations or decisions on their claims may be affected by the ruling.
