The purpose of this ICR is to gain
approval for a pilot survey of a computerized survey instrument
designed to estimate willingness to pay for coastal water quality
improvements in California. The objectives of this pilot survey
include testing the quality of the survey instrument, its
performance in yielding robust estimates for use and non-use
values, the appropriateness of the choice question design values,
the effect of a $5 incentive on response rates, the effect of
survey administration mode on responses, and the effect of color
choice in survey design. Knowledge Networks will administer the
