BLS is
encouraged to continue its planned efforts to improve the diary
instrument and data quality, improve response rates, and understand
and address issues of potential nonresponse bias in both surveys
through providing interviewers with additional training, working
with the Census Bureau to implement a call history instrument, and
conducting other research. BLS shall keep OMB informed about the
results of these efforts in a timely manner.

The Consumer Expenditure Surveys are
used to gather information on expenditures, income, and other
related subjects. These data are used to periodically update the
national Consumer Price Index. In addition, the data are used by a
variety of researchers in academia, government agencies, and the
private sector. The data are collected from a national probability
sample of households designed to represent the total civilian
non-institutional population.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
