EPA is proposing to collect user fees
to cover the cost of its emission certification program. In order
to verify that the appropriate fees have been paid, and to insure
that fees which are paid are properly credited, it is necessry that
certain information be collected. (I.E., Who is paying the fee and
what application does it cover.) Similarly, when a small
manufacterer/importer requests a reduced fee or a partial refund of
a previously paid fee, EPA needs to know the basis for the
request.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
