FERC-585 was created in response to
Section 206 of the Public Utility Regulatory Policies Act of 1978
(PURPA) which amended Section 202 of the Federal Power Act (FPA) by
addition section (g). Section 202(g) of the requires public
utilities to report to the FERC and to State agencies, any
anticipated shortages of electric energy or capacity which would
affect the utility's ability to serve its wholesale customers and
to report and periodically revise, their contingency plans for such
occurrences to ensure both retail and wholesale customers will be
equitably accommodated.
