In the next
submission for OMB approval, Census should describe all research
efforts to offer respondents an electronic reporting option. After
completion of the 2002 Economic Census, efforts should be made to
evaluate the size of particular survey panels, especially for
sectors that have a fair number of relatively small establishments.
The next submission should address substantive changes made to the
design of these samples, and should relate those changes to the
response rates achieved during this 3 year period as well as those
anticipated for the next 3 year period. Census should also continue
reporting the detailed information on response rates as done in
this clearance - this is a significant improvement to the
documentation for this program.
