months with the following terms of clearance: 1) ED will complete
work on another GAANN outcome indicator before the December
iteration of the FY 2005 Annual Plan is completed. This work will
include collaborative review with OMB and will address the merits
of the proposed OMB employment indicator and any ED alternatives.
2) ED will provide an implementation strategy to OMB about how it
intends to collect the information supporting the new indicator,
while maximizing response rates and data quality. 3) ED will
research the legal and implementation questions associated with the
data collection requests to grantees that are subsequent to the
completion of an ED grant. OMB is interested in learing what ED may
do under the existing statutory framework to a) mandate grantee
compliance for providing these data after the end of the grant
period; and, b) request voluntary compliance from grantees after
the end of the grant period. 4) ED will assess programs at the
Department which already collect data from grantees after the
conclusion of a grant period and make the findings available to the
GAANN measure group to inform the group of agency best practices in
the area. ED shall complete work on the above terms of clearance
well in advance of the grant competition for FY 2004, and shall
submit the revised application prior to the 04 grant competition
for full OMB clearance.
