collection request is approved on the following conditions: 1)
Allowing an on-going information collection to expire is a
violation of Paperwork Reduction Act. This violation will be
reported in OMB's annual Information Collection Budget. 2) In the
future, ACF will make use of the emergency extension form (OMB
83-e) if it appears that the review package will not be ready for
OMB submission before the expiration date. 3) In the next
submission to OMB, ACF will provide a status report on the results
of outreach efforts on future direction of AFCARS data collection
(e.g., additional data elements, construction of entry cohorts,
longitudinal data collection).

Section 479 of title IV-E of the
Social Security Act directs States to establish and implement an
adoption and foster care reporting system. The purpose of the data
collected is to inform State/Federal policy decisions, program
management, and respond to Congressional and Departmental
inquiries. Specifically, the data is used for short/long-term
budget projections, trend analysis, and to target areas for
improved technical assistance. The data will provide information
about foster care placements, adoptive parents, length of time in
care, delays in termination of parental rights and.....
