Guide
The current
package adds to the original ERA study cleared under the same OMB
number in 9/02. The collection is approved for the same amount of
time that the original study was approved for. Burden from the
original study and this update were added together, as the original
study is still being conducted. HHS is again commended for
designing a truly experimental study. As noted in the last
submission terms of clearance, given the purposive selection of
sites, ACF must use caution in generalizing the results beyond the
sites studied.

The Employment Retention and
Advancement (ERA) Evaluation seeks to learn what works in this area
to date and is explicitly designed to build on past research by
rigorously testing a wide variety of approaches to promoting
employment retention and advancement designed to help Temporary
Assistance for Needy Families (TANF) recipients, former TANF
recipients, or families at-risk of needing TANF benefits. The
Evaluation involves up to 15 random assignment experiments in 8
states. The time study and field guide are part of the ERA
