implement the multi-nation Agreement for facilitating the
International Circulation of Visual and Auditory Materials of an
Educational, Scientific and Cultural Character, known as the Beirut
Agreement of 1948. The U.S. and other participating governments
facilitate favorable import treatment of audio-visual materials
through the elimination of reduction or import duties, licenses,
taxes or restrictions. Applicants seeking certification of U.S.
produced materials must submit to the Department of State a
completed application form (DS-2038) describing material for
