E.O. 12564 requires the head of each
Executive Agency to establish a program to test for the use of
illegal drugs by federal employees in sensitive positions and
requires the Secretary of HHS to promulgate scientific and
technical guidelines for drug testing programs. Includes are the
recordkeeping and reporting requirements in the Mandatory
Guidelines, the application form and Section B, C and D of the
Inspection Checklist for the National Laboratory Certification
program, and the Federal Drug Testing Custody and Control
Form.
