In accordance
with 5 CFR 1320, the information collection is approved for one
year. Pilot Survey A, a contingent valuation survey, is approved,
but only as a pilot project to test and refine a number of
innovative methodological approaches that are proposed for use in
the study. OMB does not believe that these new approaches have been
adequately validated to form the basis for new quantitative
valuations for food safety improvements for policy evaluations.
This approval does not extend to Pilot Survey B, the food
consumption and safety practices survey. USDA should resubmit Pilot
Survey B when the methodology and questionnaire have been
finalized.

The proposed information collection
consists of two pilot surveys that will test different approaches
to estimate consumer willingness-to-pay for foods with lower risk
of illness due to foodborne pathogens.
