This survey is
approved as request with one exception. The sampling frame may not
provide for 'substitutes' to be surveyed in the place of
nonresponders. This constitutes a quota sample and does not result
in a random sampling. Under this approval, the agency may contact
40 individuals from each organization. If instead the agency
chooses to contact all 60 sampled from each organization, then the
agency must make the decision before initiating the survey and
submit a form 83-C to OMB to correct the burden estimates.

FEMA will undertake this effort
through and Internet-based survey to determine which publications
are effective, which are in need of modification and which should
be retired. FEMA will determine the need for additional
publications, filling the information gaps identified in the review
process.
