Terms of Clearance: This survey is approved as request with one exception. The sampling frame may not provide for 'substitutes' to be surveyed in the place of nonresponders. This constitutes a quota sample and does not result in a random sampling. Under this approval, the agency may contact 40 individuals from each organization. If instead the agency chooses to contact all 60 sampled from each organization, then the agency must make the decision before initiating the survey and submit a form 83-C to OMB to correct the burden estimates.
