OMB notes that
the agency improperly completed the 83-I by including labor costs
for question 14 rather than nonlabor costs as is clearly required
by the Instructions for Completing OMB Form 83-I. In addition, the
agency's response to question 15 of the supporting statement did
not adequately explain the difference between this ICR and its
predecessor, particularly given that the number of respondents
reported on the 83-I decreased rather than increased.

FEMA Forms 81-87, 81-87A, and 81-87B
are designed to assist requestors in gathering information needed
to determine whether a property will flood during a flood event,
that has a 1-percent annual change of being equaled or exceeded in
any given year (base flood). FEMA form 81-87 describes the location
of the property. FEMA Form 81-87A indicated the Base Flood
Elevation (BFE) for the property and FEMA Form 81-87B, requires
community officials to certify that the request complies with
floodplain management
