OMB clears this
collection request contingent upon Agency adherence to stipulated
objectives and methodologies. In particular, though perceived
response rate might be low, given that the collection request is
not a baseline or grading mechanism, this is acceptable. However,
at no point should the collection become that type of mechanism.
Furthermore, OMB has decided to grant an eighteen month clearance
so as to be able to properly monitor Agency's collection of and use
of information.
