Title 10 U.S.C. 503, directs the Secretary of Defense to conduct recruiting campaigns for the Armed Forces. The Joint Market Research program (JMRP) supports recruiting advertising message development by purchasing youth surveys and conducting advertising focus group research. The primary goal of the JMRP is to obtain and disseminate timely information on the attitudes, opinions and aspirations held by youth.
