The package is approved. HHS has responded to public comments. HHS will submit a revised technology survey with much less burdensome questions about technology capabilities. HHS shall submit this revised survey prior to use, and should submit it with a change worksheet (83-C). The 83-C should note any reduct- ion in burden that will occur with the revised survey. The pilot study was cleared as an emergency in order to allow for timely data collection and formulation of the national study protocol. The full-scale study must go through the full PRA process, including all requisite Federal Register notices. HHS must also respond to the comments from this collection that focused on the overall implementation as opposed to the pilot study at that time.

The purpose of the field test of the National Reporting System is to examine the effectiveness of training procedures, the assessment battery, and a computer-based reporting system with a diverse set of Head Start programs, staff, and children. Westat/Xtria will demonstrate the feasibility of collecting information on child progress in key outcome areas, in a diverse set of Head Start programs, as well as approaches to assembling, entering, and analyhzing this information in a national reporting system.
