The NSPS for Kraft Pulp Mills,
published at 40 CFR Part 60, subpart BB, was proposed on September
24, 1976 and promulgated on February 23, 1978. Revisions to the
standards were promul- gated on May 20, 1986. This rule addresses
total reduced sulfur (TRS) and particulate matter emissions from
new, modified and reconstructed kraft pulp mills. Emission of TRS
and particulate matter are the result of operation of the affected
facilities (i. e., brown stock washer systems, recovery furnaces,
smelt dissol- ving tanks, lime kilns, black liquor oxidation
systems and con- densate stripper systems).
On behalf of this Federal agency, I certify that
