The agency
should reconsider the utility of mixed-mode surveys since it is not
true that phone surveys are always preferable to mail surveys,
particularly with regards to response rates. The agency is
instructed to track the response rate, including the assumptions on
eligible respondents, and perform evaluations of nonresponse bias.
The agency must disclose any nonresponse bias discovered in any
reporting of the results of this survey.

The proposed information collection is
a survey that is part of a contract economic research study
sponsored by the Office of Advocacy an independent office within
the U.S. Small Business Administration (Contract #SBAHQ-OO-R-0029).
It's purpose is to develop information concerning the utilization
of government programs by small businesses owned by veterans and by
service disabled veterans, and related data, pursuant to Section
702 of Public Law 106-50. Three separate populations of veterans
will be surveyed.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
