We believe the
FTC has been reasonably responsive to the issues raised by the
commentor (Visa) which raised questions on the information
collection burden in the four consumer credit regulations known as
regulations B, E, M & Z. Although the comm ents relate to these
several collections, most of the concerns and examples set forth in
the Visa comment pertain to Regulation B. In response, the
Commission has adjusted the burden upward by 586,000 hours (or
about 23% over the prior burden estimate). We appreciate the
difficulty in measuring some of the incremental impacts which the
Commission's reevaluation in the Second PRA Notice makes clear.
Since there has been no further response on these issues to the
Second Notice, we are approving the collection as well as those
requested for E, M and Z. Note: While the Commission appears to
have adequately addressed the commentor's assertions, should future
data or information strongly suggest revisitation of the
Commission's assumptions and estimates, OMB may ask the Commission
to undertake further evaluation.

Regulation B, among other things,
requires entities that regularly extend credit to retain records
sufficient to show compliance with the Regulation, to provide
applicants with information about adverse credit actions, and to
give notice to mortgage credit applicants regarding appraisal
reports.
