Abstract: The requirements will enable EPA to monitor compliance with the allowance system to control HCFC production, import, and export. The information collection will satisfy reporting obligations under the Montreal Protocol on Substances the Deplete the Ozone Layer and statutory obligations under Section 603 of the Clean Air Act. The respondents would be producers, importers, and exporters of HCFCs; entities granted HCFC-141b exemption allowances will also be respondents.
