This ICR is
approved for three years. EPA is encouraged to develop a database
that allows for direct electronic reporting. If and when such
change is made, EPA shoudl revise its guidance document and this
ICR to reflect the change. Should EPA not include the option for
electronic reporting in the future, the Agency should include a
discussion of why such changes was not made in its renewal of this
ICR.

The requirements will enable EPA to
monitor compliance with the allowance system to control HCFC
production, import, and export. The information collection will
satisfy reporting obligations under the Montreal Protocol on
Substances the Deplete the Ozone Layer and statutory obligations
under Section 603 of the Clean Air Act. The respondents would be
producers, importers, and exporters of HCFCs; entities granted
HCFC-141b exemption allowances will also be respondents.
