ED is commended
for developing a non-response bias study. ED shall report results
from the study back to OMB as soon as they become available. Data
collection efforts on the longitudinal study can continue while
data on nonresponse is being collected and analyzed. ED shall
report, at the time of the next clearance or prior to publication
of data (whichever comes first) about response rates for
collections in this package. Payments to coordinators have been
approved at the level requested because the previous package had
approved payments at the same level; approval should not be
construed as OMB endorse- ment of similar payments in future
studies.

NLTS2 will provide nationally
representative information about youth with disabilities in
secondary school and in transition to adult life, including their
characteristics, programs and services, and achievements in
multiple domains (e.g., employment postsecondary education). The
study will inform special educa- tion policy development and
support IDEA reauthorization.
