change-- ED made several non-substantive changes to the
application. In addition, ED increased burden hour estimate for the
pre-application to account for data gathering, research, and other
tasks required to submit a complete pre-application. ED has also
revised the total annualized Federal cost in the supporting
statement to correct a mathematical error. Furthermore ED
mistakenly did not submit the 30-day FR notice on time. ED will
ensure that such an omission does not occur in future PRA
submissions. Upon clearance, ED shall further investigate the
feasibility of electronic submission in accordance with GPEA.
Additionally, ED shall consider this packagae as part of the grant
streamlining process occurring within ED and government- wide. This
package is given two years clearance-- upon resubmission, this
application should use the general form and any deviation from the
general form must be explained.

The Early Reading First program will
provide to eligible local educational agencies (LEAs) and public
and private organizations located in those LEAs to transform early
childhood education programs into centers of excellence to help
young young at-risk children achieve the language, cognitive, and
early reading skills they need to succeed when they enter
kindergarten.
