This approval
covers only the existing paper forms DS-3036 and DS-3037. This
approval does not cover implementation of these forms through the
Student and Exchange Visitor Information System (SEVIS). The agency
must prepare and submit an 83-I package to be associate with the
Notice of Proposed Rulemakings to implement the electronic
submission of these forms, as required by 5 CFR 1320.11. In
addition, in the Notice of Proposed Rulemaking, the agency should
address the regulatory barriers to a completely electronic process,
the requirements for physical signatures and notarized
documents.

The Form DC-3036 is used by
organizations wishing to sponsor exchange visitors from abroad and
must apply to the DOS for a designation that will permit them to
function as exchange visitor sponsors; the DS-3037 is used by
organizations designed by the DOS to request materials needed to
administer their exchange program and to indicate, as needed,
changes of address, personnel, telephone numbers and any other data
that must be registed in DOS records.
